ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ (ຍທຂ) ປະກາດລາຍຊື່ 3 ບໍລິສັດເຂົ້າຮ່ວມປະມູນໂຄງການຍົກລະດັບ ແລະ ຂະຫຍາຍ ສະໜາມບິນສາກົນຫຼວງພະບາງ ໃນຮູບແບບການລົງທຶນຮ່ວມ ລະຫວ່າງ ພາກລັດແລະພາກເອກຊົນ (PPP)

ໃນວັນທີ 10 ກຸມພາ 2026 ທີ່ ນະຄອນຫຼວງວຽງຈັນ, ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ ໄດ້ຮັບເອກະສານການປະມູນ 3 ສະບັບ ຈາກຜູ້ເຂົ້າຮ່ວມປະມູນທີ່ຜ່ານການຄັດເລືອກດ້ານຄຸນວຸດທິເບື້ອງຕົ້ນ ເພື່ອດໍາເນີນການຍົກລະດັບ ແລະ ຂະຫຍາຍ ສະໜາມບິນສາກົນຫຼວງພະບາງ ໂດຍຜ່ານ ຮູບແບບການລົງທຶນຮ່ວມ ລະຫວ່າງ ພາກລັດ ແລະ ພາກເອກະຊົນ (PPP). ການຍື່ນຊອງປະມູນ ໄດ້ດໍາເນີນການຜ່ານຂະບວນ ການປະມູນເປີດກວ້າງສາກົນ ພາຍຫລັງ ຄັດເລືອກໄດ້ 4 ບໍລິສັດ ທີ່ມີຄຸນວຸດທິເບື້ອງຕົ້ນເພື່ອເຂົ້າຮ່ວມການປະມູນ ໃນເດືອນ ກໍລະກົດ 2025 ແລະ ການແຈ້ງຍື່ນເອກະສານສະເໜີແຜນງານເພື່ອຈັດຕັ້ງປະຕິບັດໂຄງການ (RFP) ໄດ້ດໍາເນີນໃນ ເດືອນ ຕຸລາ 2025 ຜ່ານມາ. ການຮັບຊອງປະມຸນ ແລະ ດໍາເນິີນການປະເມີນຄັດເລືອກ ໃນຄັ້ງນີ້ມີ ທ່ານ ວຽງໄຊ ສິງຄໍາ, ຫົວໜ້າກົມການບິນພົນລະເຮືອນ, ກະຊວງ ຍທຂ ເປັນຫົວໜ້າຄະນະປະມູນ ແລະ ມີຄະນະຕາງໜ້າຈາກ ກົມແຜນການ ແລະ ການເງິນ ແລະ ກອງສະ     ໜາມບິນລາວ, ກະຊວງ ຍທຂ, ພະແນກໂຍທາທິການ ແລະ ຂົນສົ່ງ, ກະຊວງການເງິນ ແລະ ຫ້ອງການ. ຜູ້ປະມູນ ແມ່ນເປັນບໍລິສັດ ແລະ ກຸ່ມບໍລິສັດຈາກສາກົນ, ດັ່ງມີລາຍລະອຽດລຸ່ມນີ້:

ທ່ານ ວັນນະສອນ ຂໍເທບວົງສາ, ຮອງຫົວໜ້າກົມແຜນການ ແລະ ການເງິນ, ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ ໃນນາມຖືກມອບໝາຍໃຫ້ເປັນປະທານຮັບເອກະສານສະເໜີປະມູນ ໄດ້ກ່າວວ່າ “ຜ່ານໂຄງການລົງທຶນຮ່ວມ ລະຫວ່າງ ພາກລັດ ແລະ ເອກະຊົນ (PPP) ທີ່ສໍາຄັນນີ້ ລັດຖະບານແຫ່ງ ສປປ ລາວ ເປີດໂອກາດໃຫ້ການລົງທຶນຈາກພາກເອກະຊົນ ປະກອບສ່ວນເຂົ້າໃນການຍົກລະດັບ ແລະ ຂະຫຍາຍ ສະໜາມບິນສາກົນຫຼວງພະບາງ ເພື່ອຮັບປະກັນວ່າ ສະ
ໜາມບິນດັ່ງກ່າວ ສະໜອງການບໍລິການໃຫ້ໄດ້ຕາມທ່າແຮງການເປັນເມືອງມໍລະດົກໂລກທີ່ມີຄຸນຄ່າ. ໂຄງການ PPP ນີ້ ມີໄລຍະສຳປະທານ 30 ປີ ຈະຊ່ວຍຍົກລະດັບຂີດຄວາມສາມາດ ແລະ ມາດຕະຖານດ້ານການບໍລິການໃຫ້ແກ່ຜູ້ເດີນທາງ ແລະ ນຳເອົາການສ້າງມູນຄ່າໄລຍະຍາວ ໃຫ້ແກ່ ສປປ ລາວ ໃນຮູບແບບການແບ່ງປັນອັດຕາສ່ວນລາຍຮັບລວມ ຊຶ່ງຈະເຮັດໃຫ້ ລັດຖະບານ ແລະ ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ ມີສ່ວນຮ່ວມໂດຍກົງ ໃນການເຕີບໂຕຂອງສະໜາມບິນນີ້ ແລະ ໃນຂະນະດຽວກັນກໍສາມາດສ້າງຄວາມຍືນຍົງທາງການເງິນງົບປະມານ ແລະ ສືບຕໍ່ພັດທະນາຂະແໜງບູລິມະສິດອື່ນໆ ຂອງ ສປປ ລາວ.”  

ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ ຈະດຳເນີນການປະເມີນ ບັນດາເອກະສານການປະມູນທີ່ໄດ້ຮັບ ໂດຍອີງໃສ່ ເງື່ອນໄຂທີ່ໄດ້ກຳນົດໄວ້ໃນ ເອກະສານສະເໜີແຜນງານເພື່ອຈັດຕັ້ງປະຕິບັດໂຄງການ (RFP). ບໍລິສັດທີ່ຈະໄດ້ຮັບຄັດເລືອກ ແມ່ນຜູ້ທີ່ສະເໜີສອດຄ່ອງກັບເງື່ອນໄຂການປະເມີນດ້ານນິຕິກໍາ, ເງືອນໄຂດ້ານເຕັກນິກ ແລະ ເປັນຜູ້ທີ່ສະເໜີໃຫ້ອັດຕາສ່ວນແບ່ງປັນລາຍຮັບລວມສູງສຸດ ໃຫ້ແກ່ ລັດຖະບານ.

ການລົງທຶນຮ່ວມ ລະຫວ່າງ ພາກລັດ ແລະ ເອກະຊົນ ສຳລັບ ສະໜາມບິນສາກົນຫຼວງພະບາງ ເປັນໂຄງການບູລິມະສິດ ຂອງ ລັດຖະບານ ສປປ ລາວ ທີ່ ແນໃສ່ຍົກລະດັບສິ່ງອໍານວຍຄວາມສະດວກ ແລະ ການບໍລິການ ຢູ່ ແຂວງ ຫຼວງພະບາງ ແລະ ປັບປຸງການເຊື່ອມຕໍ່ ໃຫ້ແກ່ ຜູ້ເດີນທາງ, ທຸລະກິດ ແລະ ຊຸມຊົນທ້ອງຖິ່ນ ທີ່ຢູ່ຈຸດໝາຍປາຍທາງການທ່ອງທ່ຽວທີ່ມີຊື່ສຽງຂອງປະເທດ. ນີ້ແມ່ນການພັດທະນາໂຄງການ ການຂົນສົ່ງທາງອາກາດຄັ້ງທໍາອິດ ໃນຮູບແບບ PPP ຢູ່ ສປປ ລາວ. ອົງການການເງິນສາກົນ (IFC) ຊຶ່ງເປັນສະມາຊິກ ຂອງ ກຸ່ມທະນາຄານໂລກ ແມ່ນ ຜູ້ນໍາໃນການໃຫ້ຄໍາປຶກສາ ເພີື່ອກະກຽມເອກະສານ ໂຄງການການລົງທຶນໃນຮູບແບບ PPP ໃຫ້ແກ່ ກະຊວງໂຍທາທິການ ແລະ ຂົນສົ່ງ ເພື່ອ ອອກແບບ ແລະ ດຳເນີນການປະມູນໂຄງການ.

Lao PDR’s Ministry of Public Works and Transport (MPWT) announces 3 bidders submitted bids for the Luang Prabang International Airport PPP Project

Vientiane Capital, Lao PDR – February 10, 2026 – The Ministry of Public Works and Transport (MPWT) has received three bids from the pre-qualified bidders to upgrade and expand the Luang Prabang International Airport through a Public-Private Partnership (PPP) scheme. The bids were submitted through an international competitive open tender process, following the shortlisting of four pre-qualified bidders and the issuance of the Request for Proposal (RFP) last year. The bid submission and opening process is being overseen by the Bid Evaluation Committee chaired by Mr. Viengxay Singkham, Director General of Civil Aviation Department, MPWT, and comprising representatives from Department of Planning and Finance and Airport of Laos from MPWT, Luang Prabang DPWT, the Ministry of Finance, and Investment Promotion and Management Committee Office. The submitted bids are from the international firms and consortiums below.

“Through this landmark PPP, the Government of Lao PDR is enabling significant private sector investment to upgrade and expand Luang Prabang International Airport, ensuring the airport can meet the full potential of our treasured UNESCO World Heritage site. This 30-year PPP project will enhance capacity and service standards for travelers and also deliver long-term value to the nation through a shared revenue scheme. This will allow the Government and the MPWT to participate directly in the airport’s growth while supporting fiscal sustainability and continued development priorities for Lao PDR,” said [Mr. Vannasone Kthepvongsa, Deputy Director General, Department of Planning and Finance, MPWT, speaking in his capacity as Chair designated on behalf of the Bid Evaluation Committee].

MPWT will now conduct an evaluation of the bids received in accordance with the terms of the Request for Proposals. The PPP will be awarded to the legally and technically compliant bid that offers the highest gross revenue percentage share to the Government of Lao PDR.

The Luang Prabang International Airport PPP is a priority project of the Government of Lao PDR. It aims to upgrade the airport facility and services in Luang Prabang and improve connectivity for travelers, businesses and local communities in the country’s renowned tourism destination. It will be the first air transport project to be developed under a PPP scheme in Lao PDR. IFC, a member of the World Bank Group, is the lead PPP transaction advisor to the MPWT for the design and tendering of the project.
