Prequalification Applications for the Luang Prabang International Airport-PPP

Lao PDR’s Ministry of Public Works and Transport (MPWT) Receives Eight (8) Prequalification Applications for the Luang Prabang International Airport PPP Project

Vientiane, Lao PDR – June 3, 2025 – The Ministry of Public Works and Transport (MPWT) is publicly announcing the list of eight (8) companies that submitted their Prequalification Applications for the Luang Prabang International Airport PPP Project.  The deadline for submission of Prequalification Applications was 14:00 (Lao time) on June 3, 2025. 

The Government of Lao PDR through the MPWT is seeking potential investors to develop a Public Private Partnership (PPP) for the operation, upgrade and expansion of the Luang Prabang International Airport.

The Ministry will evaluate the eight submissions against the criteria and requirements in the Request for Qualification (RFQ) and is planning to announce the list of Prequalified Bidders as soon as possible. The companies submitting Prequalification Applications are:

The Ministry of Public Works and Transport will examine all of the prequalification applications received. Following this, MPWT will announce the prequalified bidders to participate in the tendering process for the project. This is another major step closer to developing and upgrading the second busiest international airport in the major tourism destination in Lao PDR under a PPP scheme that we expect to be a vital catalyst for the national infrastructure development,” said Vanh Dilaphanh, Director General, Department of Planning and Finance, Ministry of Public Works and Transport.

This priority project of the Government aims to improve the connection with the region, and channel the growth of tourism industry in the region and in Lao PDR. The submission of Prequalification Applications is the second step of the tender process which followed the request for expressions of interest. The MPWT is planning to issue the Request for Proposals (RFP) before the end June 2025, and bids are anticipated before the end of 2025.
