MPWT announces four Prequalified Bidders for the Luang Prabang International Airport Project
Vientiane, Lao PDR – July 4th, 2025 – The Ministry of Public Works and Transport (MPWT) of Lao PDR announces the four prequalified bidders selected from the prequalification applications submitted by the deadline at 14:00 (Lao time) on June 3, 2025. MPWT received eight Prequalification Applications from potential investors to upgrade and expand the Luang Prabang International Airport through a public private partnership (PPP).
The Prequalification Applications received were evaluated by MPWT in accordance with the terms of the Request for Qualifications (RFQ), and MPWT is pleased to announce that four applicants met all the criteria set out in the RFQ and have been designated as Prequalified Bidders.
The
Prequalified Bidders consist of a combination of international and regional
firms, as well as consortiums, which include:
“Following a thorough review of the prequalification submissions the Ministry of Public Works and Transport is pleased to announce of the Prequalified Bidders for this important project,” said Mr. Khamla PHOMMAVANH, Director General of Department of Civil Aviation and the Head of Procurement Committee. “The number and diversity of bidders are expected to foster robust competition in the next step of the tender process-the Request for Proposal (RFP).”
Prequalified Bidders will be invited to access relevant data and documentation related to the Project and participate in the tender process by submitting bids. The next step of the tender process involves issuing the Request for Proposals (RFP) and the draft Concession Agreement to the Prequalified Bidders.
The Laung Prabang International Airport is a priority project for the
Government, aimed at upgrading airport facilities and services in Luang Prabang
while improving connectivity for travelers, businesses and local communities in
this renowned tourism destination. It will be the first air transport project in
Lao PDR to be developed under a PPP scheme. IFC, a member of the World Bank
Group, is serving as the PPP transaction advisor to MPWT for the design and tendering
of the project.
